YAN (Yandex Advertising Network) was the first to be restored. This happened in the morning. Although there were some limitations - such as the inability to withdraw funds or view one’s current account balance—it was still better than nothing.

Later, around the noon, Yandex Webmaster was brought back online. They subsequently addressed this in their official blog: https://webmaster.yandex.ru/blog/yandeks-vebmaster-vosstanavlivaetsya.
Naturally, much like with the Yandex Advertising Network (YAN), some functionality remains unavailable. For instance, the sitemap validator and the page re-crawling tool are currently in read-only mode.

The only tool that has remained completely inaccessible is NeuroWebmaster. It seems AI is not a priority.
Metrica was the last one to be brought back online just recently, in fact, while this news item was being written. Surprisingly, everything is working perfectly, without a single hitch. Even the data has been preserved.

You can, of course, argue for a long time about what they need to return first, but the guys from Yandex need to be given credit for at least the speed of how they restore their services.
Services are gradually being restored and I, as their user, that is, as the owner of the site, have not yet noticed any significant changes or restrictions. Except for their unavailability for some time.
